In Tokyo, the only places to play are going to the park, playing ball, or playing games indoors. Especially when a state of emergency was declared, children were soaked in TV and there was no other way to pass the time, so I think many people were in trouble.

コロナ前の生活に戻るための提案。

政府はGotoや補助金などはすべてやめて、その予算で30分で結果が出る検査キットを各世帯に世帯人数分だけ毎週配り、毎朝起きたらまずそれを行うことを義務とする。

陽性反応が出た人は、直ちに保健所に連絡し、政府が派遣した検査員が再検査しに行く。これにより検査結果の確実性が高まると同時に陽性反応が出たといってずる休みをするひとや後述する待機金をだまし取る人を防げる。

再確認で陽性が出た人は自宅でも病院でも隔離状態に入ってもらい、労働年齢にある人のみ一日一万円を支給する。これにより陽性でも生活のために嘘をついて会社に行く人が出るのを避け、また例えば夫婦で飲食業を営んでいる人なら、一日２万円が支給されるので再開するまで休むことができる。

この検査キットは少なくとも過去一か月分は保存してもらう。これで陰性の人だけが社会生活の場にいるので、マスクなどは（したい人はすればよいが）する必要はなく、皆コロナ前の日常に戻って生活する。出席している人が特定できる会食や飲み会は好きにすればよい。

職場では大人数の部屋も５人程度のグループで小部屋に仕切り、それ以外の同僚との接触は電話・チャットなどオンラインで行う。誰かが陽性反応が出た場合、そのグループ全員の保存してあるキット過去２週間分を検査員に提出する。これにより感染源を特定できる。また法律を作り、提出は義務とし、提出できなかった人は刑務所や罰金など重い刑罰を科す。

これじゃダメでしょうか。
